I'm trying to figure out this movie or short movie I saw on TV like 5 years ago

I forget the story... all I remember is the guy is like hanging off a building and moving around it with his fingers while this old guy inside an apartment keeps throwing shit at him like water and keeps saying 'just keepin' ya on your toes!!'

I forget the end but I think it has a twist in it

I think it could be one of the 'Tales From The Crypt' episodes but I'm not sure. I looked on www.tvtome.com and couldn't find it in the episode guide

Anyone have any idea what this movie is?? haha
