Basically I'm trying to have Titles scroll in from either the top, bottom, or the sides pause and then scoll off frame in the opposite direction. Is this possible to do in Adobe Premiere? Also can the color of the text be changed to something like tiedie?

Read the Premiere help file. It will tell you how.

It's not too hard....just need to have all the title settings exactly how you want it...*hint* you will probably be previewing it a lot to get it just right...but yes, you can do all of which you asked
