Using the magic of a Google search and Boolean logic I found the following:

http://www.adobe.com/products/tips/premiere.html
http://www.wrigleyvideo.com/videotutorial/tut_premiere65.htm
http://www.huntfor.com/photography/tutorials/premiere.htm

Amazingly the words "Adobe Premiere Tutorials" yielded these and 46,797 others.

The overwhelming answer will be Final Cut Pro. If you don't have a Mac though, Premiere is pretty much the... well... premiere program available. Between it and After Effects it has the best productivity for the PC.

effective?  Two VCRS are effective.  Too bad they are severly limited and not very user friendly.
