He's neither single-minded, craven, or remorseless. He's none of the above.  He's complicated, he struggles with his own violence, his own evil profession.  He pities the very criminal (Roth) who tries to victimize him.   This critic needs to pull his/her head out of his/her ass and get a clue about just how complex QT's reaction to blaxploitation was.
