Old Sci-Fi Animation Movie With Humans living Underground.

A friend of mine was asking me if I knew an old  animation movie about humans living underground while a superior race of Rats controls earth.
The main characters are an old lady,  a group of kids (one of them is dumb)  . It ends with something about paradise.

The most similar movie I found was The Secret of NIMH , but that's not it.
